How do I stop reading layout view and keep tool bar buttons?

I am using MS Office 2003 on Windows XP Professional 2002 and each time I
open a Word doc, Word puts it in the reading layout view. Also, Word
automatically removes buttons in the top tool bar if I do not use them every
time. The reading view is annoying because I would never view a document that
way. The button removal is annoying because I have to continually add the
buttons that I want to use to the tool bar. Is there some way to make Office
2003 act like an older Office version to prevent these "improvements" from
working?

1. Tools > Options > General (tab)
Uncheck "Allow starting in Reaidng Layout"

2. Tools > Customize > Options (tab)
Check "Show Statndard and Formatting Toolbars on two lines"
