How do I stop right button from turning into scrolling tool?

When I try to download pictures by clicking the right mouse button I get a
scrolling cursor instead of a menu.

Go into the Mouse applet in Control button and define what action is
performed by each mouse button. Looks like you have a scrolling function
assigned to the right mouse button.
