How do I stop the Windows Installer from loading in Outlook 2003?

Hi,

I have a problem with Outlook 2003. Every time it performs a function
whether it be Send/Receive, or loading an new message from an IE or Word link
- it loads the Windows Installer grey dialog box, as if I was installing a
new program. Every time.
Nothing else is wrong and the program is functioning normally. I have
attempted two repairs with my install disk and gotten no improvement. All
patches have been installed.
Any ideas?
