How do I stop toolbars from scrambling each time Outlook opens?

Every time I open Outlook, it scatters the toolbars making the toolbar
section very wide. I know where I want my buttons to be. I move the
toolbars to exactly where I want them. Next time Outlook starts, the
toolbvars are all over the place again. How can I lock the toolbars into the
places that I want them to be?

You can't lock any toolbars in Outlook, especially third-party toolbars.
Outlook generally remembers its own toolbar placement but add-ons can
interfere.

Outlook does NOT remember the position of it's own toolbars whether there are
3rd party toolbars involved or not.
