Not really a frontpage issue as such - your server/host would need to
support streaming video - i.e. provide the bandwidth needed for starters,
and then you and your users would need sufficient internet connection to
view streaming video - i.e. broadband rather than dial-up.
Your web cam should come with software to allow you to set this up - e.g.
the Logitech range allows you to do this - offers web hosting for your
camera etc through third parties.
I would ask your host the procedure(s) to accomplish this.
