Can you clarify what you want to do? You didn't mention if OneNote was
installed on your desktop machine, so any sync between the desktop and
laptop cannot occur without ON being on both computers.

If you only normally sync the smartphone with the laptop, you should be
able to install ActiveSync on the desktop machine and sync using ON Mobile
- A Windows Mobile device can have multiple sync partners, and if the
settings and synced data should not conflict.

I am working on an article for GottaBeMobile.com to describe how to do this
in detail but in short, if you install Hamachi (http://www.hamachi.cc) and
you use Windows File Sharing on the desktop to share the folder that the
notebooks are in, you can open those shares in OneNote on the laptop and
OneNote's built-in synchronization mechanism will keep both machines up to
date with minimal conflict. The only reason I recommend Hamachi (which is
not necessary to make this work) is that your notebooks will be able to sync
no matter where you are on the internet, even if you're not on your LAN.
Hamachi makes them appear to be on a LAN.

For the Motorola Q you won't be able to get a full snapshot of your
notebooks. You'll have to selectively sync them using OneNote Mobile +
ActiveSync.
