How do I sync OneNote highlighting with text

Highlighting or penstrokes seem to remain where they were made relative to
the top of the page even if I enter more text higher up the page. However,
sometimes drawing items seem to move with the text, but I don't know what the
difference is between the 'locked' items and the 'floating' ones.

Nothing is really "locked" together. The drawing items -- including the
graphic highlighting -- sort of "lay" on top of text, not really attached to
anything. They will move down with the text if you use the "extra writing
space" tool, which moves everything below it, or if you write in a new note
container above the existing note container (which pushes everything down
like the extra writing space tool).

Say you have some text with a graphic highligher above it. If you just move
the text, or move the container with the text, or even just add text to the
same note container above the existing text, the graphic items won't latch
on. You have to first select the graphic items AND the text, then move them
together.

There is a text highlighter that I prefer to use, in the formatting toolbar.

Thanks, that was great. It helps in three ways
.. for text use the text highlighter
.. for 'drawing' annotations select all if moving ...
.. ...or insert a new container if something new is required higher up the page
I just need to be careful about changing existing text if I've used
'drawing' annotations
