how do I sync outlook on 2 laptops and one mobile device

I am using Outlook 2003 on one laptop and Outlook 2007 on other ...new laptop
keeps overiding prior changes.

You mean to the mobile device?
That will be up to the sync software that you are using. Outlook isn't
responsible for the syncing process and plays a passive role in it just like
your mobile device. It is the sync software that needs to do the magic.

I sync an Outlook 2003 at work with an Outlook 2007 at home using a Windows
Mobile device. Changes I make on one Outlook sync to the mobile and then
the mobile updates the other Outlook. Make sure you have your partnerships
configured on both system to allow synching with two PCs. That's a setting
you choose when you create the partnerships.
