It would be easier if you'd used the big white space to provide a little
detail. As you don't say what version of Word you are using, precise
instructions are difficult to provide, but ...
Your picture must not be inline, so the first thing to do is change the text
wrapping option to anything but 'inline with text'. That done you should
have an enabled "Rotation" box on the Size tab in the Format Picture Dialog,
or, more simply a green grab handle that you can use to do it directly in
the UI.
