How do I track mtg request responses using public calendars?

I have a group calendar set up through public folders and would like to begin
sending meeting requests through it, however, it seems like it won't track
the responses which I need to have the capability to do. Does the calendar
need to have a public inbox attached to it in order ot perform this function?
