I have a user that uses OneNote 2003 for work. He recently received a new
computer and when we were transfering files to his new one. He said that
everything copied besides the flags. What is the way get this on new
computer. Any help would be appreciated.

Any notes that were flagged, still are - as can be seen from the note flag
summary. However, to apply the flags to new notes, that user will need to
redefine the flags.

It's not supported, but I've done it a few times with no ill effects in
ON2003:

1) Close ON on both computers.
2) Copy C:\Documents and Settings\{username}\Application Data\Microsoft
\OneNote\Preferences.dat from the first to the second computer
3) Start ON on the second computer. The flags should be available now.
