How do I troubleshoot a numbered list?

I want to create a numbered list. The first two items in the list don't
"register", in that the numbered list icon is gray (as is the bullet list
icon), and the Bullet and Numbered List option in the Format menu is gray. I
can make all the other items into a list, but not the first two. I've run
across this problem many times in different versions of Word; today I'm using
Word 2000 9.0.3821 SR-1. All suggested solutions will be tried! Thanks.
