In addition to Jim's reply you'll also find the Flip commands discreetly
hidden in the Rotate dropdown of the Formatting Palette - Size, Rotation &
Ordering Group.

Additionally, you might want to check out the Format Picture - 3D Rotation
features (which may not be available for everything).

Still not working! I add the clip art Insert picture then clip art! I want
to turn or rotate but nothing will work.

Then you'll need to provide the essential information you've neglected to
include thus far - it isn't even clear that you're using a Mac.

If you're selecting the image & the suggestions offered aren't working you
need to indicate:

What specific OS version,
What specific Office version,
Which specific program,
Descriptive information of how you're going about it and what *exactly* does
"not working" mean.

I have PC Windows Xp & Office 2003 version.

1. I click on insert >picture > clipart.
2. I add the clip art of my chose.
3. I did follow your steps - View > Toolbars > Drawing

Nothing happens when I did follow your steps. Nothing pop up.

The suggestions offered aren't working for you because they pertain to Word
for Mac - note the .mac. in the group address.

On the Word 2003 Drawing toolbar click the Draw button (left end) to access
the Rotate & Flip features. If you continue to have a problem the PC Word
groups can be accessed from the following link. There's one specifically for
Drawing & Graphics. Be sure to include all pertinent information:

I think you have to go to format clip art after you have inserted it. The go to Layout and select IN FRONT OF TEXT. Close that window and the handles on your clip art have changed, and you can then manipulate it in the ways the previous posters have been mentioning.
