how do i turn off automatic scrolling in help screens?

when searching for help options, i get a bunch back and it wants to for a
scroll down the the bottom of the results that came back, and i cannot scroll
up to the top of the issue to read the first of the list, constantly wants to
force me to the bottom... jrb.
