How do I turn on activex, so I can download templates from online

I am trying to download templates from Microsoft online. I am getting a
message that I need to turn activex on. I went through the instructions given
I am still unable to download templates.

Put Office in your trusted area in Internet Explorer.
In Internet Explorer, Tools, Internet Options, security tab, highlight *Trusted
sites*, click *Sites* button. Clear *Require server verification (https:) for
all sites in this zone* Type http://office.microsoft.com in the address bar,
click add

This is the ActiveX web site
http://office.microsoft.com/templates/axinstall.aspx?

Look at the Add-Ons to see if you have the Office ActiveX component enabled. In
Internet Explorer, Tools, Manage Add-Ons
