How do I turn ON "auto-formatting" for telephone numbers?

So that if I type in 5555551212, Outlook "formats" the number to: (area
code) XXX-XXXX automatically.

Older version of OUtlook DID autoformat the telephone number

All Outlook versions do this once you have set you dialing location
correctly at the operating system level.

Control Panel:
Make sure your location is set correctly in Regional and Language Options
Make sure your area code is set correctly in Phone and Modem Options

I knew there had to be some simple setting somewhere that took care of this.
