How do I unblock an attachment received in Outlook?

I have received an email with an .exe attachment that I absolutly know for
sure is a safe program. How do I unblock this attachment in Outlook?

Remove ABCD from Email address to reply

If you are interested in the attachment for only this email you could go to
a web account if available and download it from there.
