How do I uncollapse items on toolbar?

When going to File, let's say on Outlook or Excel, it
doesn't show everything but there's just a double arrow
pointing down uncollapsing everything, which in turn
shows everything. Is there any option, which can turn
off this automatic collapsing of the menus?
