How do I unistall Outlook 2003 completely?

I was foolish enough to enter my default startup email as a non-existant
exchange server (actually, I thought it existed :( ) So now outlook starts
up, tries to connect and exits with error message that it cannot resolve
server name. The problem is that I cannot get to setup or tools or any menu
for that matter to remove this exchange account. When I reinstall Outlook
2003, it just goes back to connecting to the same place, even though I
removed identities in hkcu/identities and removed registry for outlook. I
also removed everything I could get hold of related to outlook. Nonetheless,
it still remembers the fictional server and doesn't let me do anything untill
it connects to it.

Any help appreciated.

You can use the Mail applet in Control Panel to change the mail profile
settings or create an entirely new profile.

This answer almost helps me, I think, with a problem I am having. I thought I
set up a message rule for my daughter's mail to come to me if the person was
not in her address book. All her mail was coming to me. I deleted the rule I
made. This did not work. I created a new id and I thought this worked. That
was until I restarted my pc, then the old id took over again and the rule
(which is still not there). How do I find this mail applet in order to make
the change. Please advise. Thanks.
