How do I update root certificate ?

I'm trying to install Symantec AntiVirus. I'm running WINDOWS 98. I receive
error message "You must update root certificate" and it refers me to
www.windowsupdate.com. I do the scan and accept all downloads for updates,
but I still receive the error message. I've seen others ask this question
and receive a link for the update, but when I try to download it says it no
longer exists. Can anyone point me in the right direction?
