How do I upload contacts saved on a disk into outlook express?

I had to get a new hard drive installed onto my computer. I was able to get
all of my files saved and reinstalled. However, I got a disk with my outlook
contacts and old emails. They are a .pst file, and I can't open them on my
computer. Does anyone know how to upload my old outlook info. onto outlook
again?
