How do I use a "washout"/watermarked photo as a stationery backgro

In Outlook 2003 while composing in HTML and using Stationery Picker with
"Use this existing stationery as a template" or "Use this file as a
template"--which both contain a personal photo which has been "washedout"--I
am unable to create a new stationery template which shows the photo as faded
background on which to type my message.
