How do I use the transparency tool in Publisher?

Though I can see the transparency in my working document (I am trying to
place a graphic behind a 45% transparent gradient fill to show through only
part of the fill), the transparency doesn't seem to be visible when in print
preview or with printing. Please help!

Transparency is difficult in Publisher, copy the transparent object, "paste special"
as an enhanced metafile.

This is a known issue with Publisher. Are you familiar with converting
grouped items to single objects?
