how do I vertical flip clipart picture

I am trying to vertical flip a clipart picture but the option isn't
highlighted when i go into the Draw toolbar, why not, I think it has
something to do with the file type, can someone help

In recent versions of Word, clip art may be inserted In Line With Text. You
need to change the wrapping to some other style before you can rotate or
flip.

Objects formatted as "inline with text" cannot be rotated or flipped.
Right-click on the object (clipart) and choose a different text wrapping
option.

When you Insert a clipart or picture using the Picture Command on the Insert
menu, clipart or pictures are inserted as "inline graphics" - the images are
inserted as paragraph - in the document . They move in the document when you
add content or edit content. During such situatuin, you will not be able to
rotate or flip the image because the handle are not visible. When you click
the clipart or the Picture, the Picture Toolbar automatically displays in the
document.

Do the following in the Picture Toolbar:

Click a different text wrapping to make the image a floating graphics

In the Drawing Toolbar, do the following:

1. In the Drwaing Toolbar, click the Draw
2. Pint to Rotate or Flip.
3. Click Flip Vertical.
