How do I view a hidden Navigation Panel?

I've opened an Access 2003 database in Access 2007. The Navigation Pane
doesn't show. (The similar window in Access 2003 didn't normally show there
either but the procedure that I used there to cause it to show doesn't work
in 2007.) If I try to edit the Visual Basic macros I get an error message
titled "Project Locked" saying "Project is unviewable". How do I unlock the
project? (I can find no reference to either of these problems in Access 2007
help.)
