How do I write a custom format to make a negative percentage red

I need to write a custom format that will make a negative percentage number
red but keep the positive numbers black.

You don't need a custom format. Use the menu Format | Conditional
Formatting.

You could also use the builtin numberformat:

0.00%;[Red]0.00%;0.00%;@
or
0.00%;[Red]-0.00%;0.00%;@

positive;negative;0;text
