How do Office 98 or 2000 users open documents created in 2003?

I created a document in MS Publisher 2003 and emailed it to an Office 98 or
2000 (I can't remember which) user. She said she couldn't open it. I've
sent other documents created in Word to her and she could open them. What's
the problem?

Hi Smags,

Unlike MS Word, the MS Publisher file formats change
over time and aren't always backwards compatible.

In Publisher 2003 you can use File=>Save As
and choose either the Publisher 98 or Publisher
2000 file type. The person receiving the file
would still need to have an edition of MS Publisher
installed and not all of the 2003 features will
come out the same.
