How do relative links work in Visio HTML?

I've been having a nightmare saving a collection of linked visio process
diagrams in HTML format for publishing on our intranet. As soon as I saved
the files the hyperlinks would break. Changing the 'Hyperlink Base' property
has helped (so far), but means I can't move the documents without changing
this.

Also, I really only want one hyperlink to appear - a link to the relevant
Visio diagram when working in Visio, and to the relevant HTML page when
viewing as HTML.

Anyone got any suggestions?
