How do we use web tools (htmlinlinectl)

I am receiving this message when I attempt to insert sounds from wav
files:This object was created in htmlinlinesoundctl. This application is not
available to open this object. Make sure the application is properly
installed and that it has not been deleted, moved or renamed.
The same thing happens with all other inserts, with image, etc. I used to
be able to make graphic email which would play a sound upon opening. I am
using the same Office XP Professional CD to load and have the clip art media
either loaded or accessible via CD, so there is no problem in whether I have
the files necessary, only my html program is missing. Where do we find this
ctl?

Those controls have been disabled because they contain a security
hole. There is no replacement, nor has Microsoft said whether or when
