How do you add background sound using Outlook?

I can embed a song using Outlook express. When I try using Outlook I get an
error message: "this object was created using HTML InlineSoundCtl. This
application is not available to open this object."

I am using Outlook 2003 and Microsoft Word 2003. Student Edition. I
downloaded the complete Microsoft Office from Microsoft and the problem still
occurs.
