How do you add custom tool bars in word 2007?

We have a series of tool bars that basically execute macro’s to insert text
into legal documents. The text is kept in a protected shared location that
can be changed by certain people with authority to update in that folder.
The tool bars are set up by categories and not all customers use the same
tool bars. The categories depend on the types of documents they work with.
Best I can tell, we can add the macros to the quick tool bar, but not the
custom tool bars that grouped the macros.

Is there a way to do this that I am not finding?
