On the note itself, when you click on the date, there is a small calander
button, you can change the date, and in the time, theres a small clock
button to change the time.
Or, you could change the date and time on your computer, and fake the time.

There is not an automatic way to change the access time of a page in
OneNote, however you can select an insertion point where you want to add a
date and time stamp, then on the Insert menu select Date and Time (or use
Alt+Shift+F if you have a keyboard).
