How do you check boxes on a fax coversheet template?

I downloaded the Professional Fax Cover from Microsoft Online and I cannot
get it to check boxes i.e. "urgent" "please reply" etc...
The boxes and fields are existing on the template, but when you click in it
it just highlights the section.
