How do you create a tiered brochure in Publisher or Word?

I'm am using Microsoft Office 2007. I could either create this in Word or
Publisher. I'm trying to do a brochure that is tiered, in other words, each
page is a different size. It's really hard to describe - someone called it a
waterfall look.
