How do you create an email template

How do you create an email template (ie .dot)?

I have done the following:
File, New, Email, typed in the body text info and selected the email account
that I want to sent it via
File, Save As, .dot

Then, when I do a File, New and select the template just saved, it comes up
with the typed body text info, but the entire email toolbar and TO/CC
section is missing (i.e. it comes up without any indicate that it was saved
as an email).

Please advise...
