How do you De-Activate a Project

Now and then I'm asked the question from a Project Manager, my projects
on hold, how do I de-activate it. He wants to be able to alert his
resources through their timesheet, not to work tasks on his project
because he'll have to reject their hours. His manager wants to keep
the project online for the balance of the fiscal year so it shows up on
monthly reports but categorized as In-Active. Projects, around here,
are not really setup like real schedules either. They're mostly
Projects with a unique # and generic tasks setup like a timesheet
bucket. Our resources are not sophisticated enough to select the
"Current Task" filter on their timesheets either. So, PMs can't really
move task start dates to the right as a solution. Any ideas?

On strategy we recommend is to set all the booking types on a suspended
project to "proposed" rather than committed. This removes the tasks from the
users timesheet so posting to the project ends immediately.

Or you can build a SQL query to hide tasks from the resources timesheet.
Advantage is that you can build some business logic using this query.
For example: if project status = closed and finish date is more than 2
months ago -> hide all tasks from resources timesheets.
