What is the source- webcam or other?
What type of server are you using?

The source will be a video camera set up in a courtroom, fed to the Apache
server that the web site is stored on and, as I understand it, will be fed
from the server to the web page. I probably do not have enough details at
this point to be asking the question, but I am trying to get a heads up. I
do not know if this is even feasible.

OK.
I think what you would want would be to insert the video via
an asx file. An ASX file is basically a playlist written in
XML. I would have 2 items listed in it, item 1 would be the
URL for the video, item 2 wouold be a dummy file to display
that the camera is not active

Probably wouldn't hurt to look at webcam feed assist software like at
http://www.cambrosia.com/
As far as using it in FP just create a subweb (not to be opened in FP) that you can FTP connect to w/ your webcam (or video cam)
