How do you install background sound in Outlook 2003?

I'm trying to insert a background sound in my emails with Outlook 2003 and
I'm getting a message saying that the HTML Inline Sound Ctl (that includes
the sound object) is not found. How can I install that file?

Outlook 2003 SP1 broke the ability to add sound to mail.
