How do you make a button in Publisher highlight with a mouseover?

Is there a way to animate your buttons in publisher 2003 with the mouseover
effect?

There is no built-in support for this in Publisher. You can google for
mouseover javascript and use the insert html code fragment feature to get
lots of different mouseover effects.
