How do you make a true "read only" document?

I am frustrated that when I "Mark as Final" a document, it can still be
altered by others who view it. Is there a way to save a document so that all
editing options are turned off entirely and so that the document remains
unchanged no matter the printer driver of the computer being used to view it?
I would like to save Word documents that would be like pdf's in that the
formatting and content could not be changed becasue then I would like to use
Word encryption to be able to share it securely and then not have to worry
about someone changing it,

Once document is created in Word 2007, Office button, Save As, Tools (next
to Save), General Options, Protect Document, In window that opens on right
side of screen under Editing Restrictions, click check box and then change
to No changes (Read only), Click Yes, Start Enforcing Protection, type in a
secure password and retype the same password. Save it. Don't forget the
password as you won't be able to edit it later if needed.

Hope this is what you wanted. While it won't keep out password hacking
programs, it will stop most users from doing any editing.
