How do you put a watermark graphic behind a text box?

I am trying to put a watermark image behind a text box so you can see the
image behind the text. I've tried all of publishers help guides and all that
happens is the image gets sent behind the text box and you can't see it.
What do I do? I'm running Publisher 2007

You use an image editor to watermark the image itself. You can do this with
IrFanview (freebie) if you have no other image editor.
Why?...because you can only have one transparent color if you use
transparency in a png or gif image.

Insert the image.
Right-click it > Format Picture > Image color: Washout > OK
Right-click it > Send to back
Select the text box, hit Ctrl+T (or Fill Color > No Fill)

Try selecting the textbox and type...Ctrl+T...to make it transparent.

In addition to all the other advice, check your wrap... Select the image, click
the dog icon on the picture toolbar, click no wrap. Do the same with the text
box.
