How do you rotate clip art when it won't let you?

I've inserted a corner border into my document. I'm trying to copy and
rotate to put it in other corners, but the option will not let me rotate it
at all. Any suggestions would be greatly apprectiated!

Right-click on the clipart object, then left-click on Format | Picture/Object
| Layout, and choose "float over text" (Word 97) or something other than
"inline with text" (Word 2000-2003). Then you should be able to rotate the
object using the tools on the Drawing toolbar.
