How do you set files for multiple users at the same time?

The idea is to use the white space to describe what you want to do. Based
on the subject line only however, it is not something that can be done. The
first user to open the file will get full control of it. Others who try to
open it while the first user has it open will get the option to open the
file as "read only" or to be notified when the first user has closed it.
