How do you set the default E-Mail Type to Plain Text when sending

Example: (How to send an email to the FAX name space)

Create a new email and address it to [FAX:Greg@1234567890].
Resolve that email address by clicking on "Check Names".
Now Double click on the resolved email address.

You will notice that the Internet format will be "Send using Outlook Rich
Text Format". This causes a problem with our fax server when attachments are
copy and pasted between emails. I want this to default to "Send Plain Text
Only" but how?

The difference being TNEF versus MIME attachments.

The fax server can not recognize the TNEF base64 encoding if the attachment
was created by copy and paste from one email to another. WINMAIL Server has
the same problem.

Outlook 2003 seems to alter the base64 when the attachment is copied and
pasted between emails and I can not figure out why.

If I could force all emails going to a names space (ie [namespace:]) to go
plain text the the email format would be MIME attachments versus TNEF
attachments.
