How do you setup share outlook 2003 between 3 limited accounts?

Help!!!!

On win xp sp1 pro, trying to setup outlook 2003 to work with 3 limited
accounts and share emails. If one person downloads all the emails from the
one email account, then the one limited account would shift via rules
association to place certain emails with one of the 3 user accounts on the
pc. The win xp machine can only be used by one person at a time. Outlook
2000 did this process very easily, but there is nothing showing exactly how
to do this step by step with outlook 2003. Please help.
