How do you start a listserv in Outlook?

I have a simple question. I just want to start a listserv using Mircosoft
Outlook where I can have users subscribe and unsubscribe through me and where
I can moderate who is added to the listserv. I'm just not sure how to do it.

Outlook is a client, not a server. A listserv must run on a mail server.

Further consideration of this leads me to suggest creating a Yahoo! Group
for this purpose. It's free and has the features you want.
