How do you turn OFF the review comment balloons in Track Changes?

I've tried everything! I'm using Word 2007 and in Track Changes, and when
the mouse hovers over a change, a comment balloon appears. When I am doing
heavy edits, this is very annoying. I've tried the Track Changes Option of
Never showing balloons and I've tried un-checking Comments under the Show
Markup tab, but nothing is working. I want to turn these review comment
balloons OFF.

The balloons are actually screen tips and you can turn of screen tips: Select
Office button > Word Options. In the Display category, turn off “Show
document tooltips on hoverâ€.

Since there may be screen tips you find useful, you may want to keep the
setting turned on…
