How do you Undo a deleted contact list

Outlook doesn't have anything called a "contact list". Are you referring to a
Distribution List? Like any other item in Outlook, if you delete it, it will
be placed in your Deleted Items folder. Open that folder, locate the item,
and drag it back to Contacts.
