How do you "ungray" out the restart numbered list option?

I am using a style for numbered lists. However when I use the style for the
second numbered list it automatically uses continuous numbers from the first
list. I have deleted it and replaced it. Closed/open the file. Everything.
Nothing works. The option for "restart numbering" on the format numbering and
bulleted lists dialog window is chosen but grayed out. I can't choose it or
unchoose it.
