How does one create a radiating symbol

How does create a symbol drag-droped from a stencil such that the symbol
remains static and in the background a circle radiates outward to a specified
set of coordinates? This symbol would be similar to a radio tower with
"waves" emitted from the "antenna" - except in this case the circle would
emanate from the initial static symbol.
